Full-Lifecycle Operational Management Capability

Participants must possess integrated capabilities spanning front-end design, EPC construction, equipment manufacturing, commissioning and long-term operations & maintenance. Single-phase entities require demonstrated partnership structures with equivalent overall depth.

International Standards Compliance & Certification

Compliance with recognized international quality management systems (ISO, IFC Performance Standards, FIDIC), industry-specific technical certifications and applicable ESG frameworks is mandatory. Certification documentation is subject to third-party verification.

Financial Soundness & Capitalization
